The Federal Transit Administration (FTA) is one of eleven modal agencies within the United States (U.S.) Department of Transportation (DOT). FTA invests more than $12 billion annually to support and expand public transit through several different formula and discretionary funding programs authorized under Chapter 53 of Title 49 of the United States Code (49 U.S.C. Chapter 53).
The SMR examines how recipients of 49 USC Section 5309, Capital Investments (New Starts and Small Starts, Bus and Bus Facilities, and Rail and Fixed Guideway Modernization), 5310 (Transportation for Elderly Persons and Persons with Disabilities), and 5311 (Rural and Small Urban Areas), 5316 (Job Access Reverse Commute), and 5317 (New Freedoms) grant programs meet statutory and administrative requirements – especially those that are included in the Master Agreement. Qi Tech performs SMRs and combined SMR/TRs (Triennial Review).
Reviews encompassed desk reviews in FTA Regions, preparing agenda packages, reviewing grantee documentation, conducting recipient and sub-recipient site visits, issuing draft and final reports, distributing draft reports to a variety of FTA offices depending on the areas of deficiency found, and providing final worksheet /documentation to the respective FTA Regional Office.
FTA currently has approximately 600 Section 5307 grant recipients that range in size and complexity that are located throughout all 50 states and in the U.S. territories. FTA is responsible for conducting oversight activities to help ensure that recipients of Chapter 53 grants use the funds in a manner consistent with their intended purpose and in compliance with regulatory and statutory requirements. Qi Tech LLC has been providing contractor support to the FTA's Office of Program Oversight under a multi-year contract for conducting Triennial Reviews.FTA's oversight reviews focus on a comprehensive assessment of Grant Recipient management practices as well as compliance with program and administrative requirements across a broad spectrum of subject areas in accordance with 49 United States Code (U.S.C.) Chapter 53. In addition to evaluating Grant Recipients, these reviews give FTA an opportunity to provide technical assistance for FTA requirements that assists FTA in reporting to the Secretary of Transportation, Congress, other oversight agencies, and the transit community on FTA programs. Major areas of focus for this requirement include financial management and capacity, technical capacity, maintenance, procurement, civil rights, and other grant oversight functions.
